Crop without losing quality

I am pulling in video from a webcam as well as slides from Zoom. I am placing them side-by-side (I do not want to use the screen share and speaker view as the speaker is too small in the video). I crop out the sides, top, and bottom from the webcam video to make the speaker larger. However, it no longer fills the frame and is really small. I select "Zoom" in Effects but it makes it blurry. What is the best way to crop off sides of a video in Premiere but yet retain the same size and not lose quality and get blurriness? Thanks!

There is no best way. Cropping and then scaling up will always result in image quality loss within Premiere.

You can use After Effects with Detail perserving upscale

Is there anyway to change the blue outline of the frame to match the new size of the image (on the left). It makes it hard to center when there is so much blank space around the cropped video. Thanks!

Not after using the crop effect.

How do you determine what the resulting video dimensions will be to export to the new dimensions after cropping? I'm going to try to export with the smaller size and see if that will look better when I add that to a sequence.
