Different bitrate than settings in premiere

Hi,
I have problem with bitrate after i export video.

For example i set bitrate in Premiere for 15mbps and it exported in 10mbps.

I have this problem only on my MB Pro with M1, on my WIN station i dont have probleme.

In pictures you can find difference between export setting and exported files CBR vs VBR and i tried different settings like higher bitrate or some presets settings like Vimeo, youtube or HQ HD and its always different bitrate than is setting in premiere.

VBR is variable bit rate, when you set to 15 this is the maximum Bit rate, what you are seeing after you export is the average bitrate

I have the same issue. When i need VBR on 10mbps i need to set it to 17mbps to get an aprox result. 
Bitrate encoding is not working like a intel based
