Is there a way in Adobe Premiere CC to... take an existing .PRPROJ project with all of the video files and audio files involved in the library therein scattered over my 3 hard drives... and tell it to store, move, or copy them all to a Cloud? If so, what do I do?
You can do a lot of these things in Project Manager (File < Project Manager).
If you choose "collect files and copy to new location," you could use a mapped cloud drive such as Dropbox or Google Drive and copy everything there.
Get to know the Project Manager! It's a wonderful tool for managing all those pieces of your production, and cleaning up when you're finished.

Perfect! I figured there was an easy solution.
Follow-up question: how would that route (i.e., I point it to a directory in my Dropbox) work if many of the files (let's say, video files) saved in different directories on my hard drives have the same filenames as other filenames in other directories? Does it sort everything out, renaming as need-be?

I use Microsoft SyncToy and sync the folder that contains my project, video, audio, etc to a folder on my OneDrive folder. The same thing can be done with Dropbox as well.
SyncToy is free and syncing to the cloud is basically one button away. Easy and convinient.

For projects/footage/audio/pictures that need encryption i use CloudBacko that back up files to the cloud and encrypt them. Lots of cloud providers are supported. I use CloudBacko Lite.

Does that eliminate any possible issues with video or audio filenames being identical? Does it know to change them and sort them out for the .PRPROJ?

What SyncToy or CloudBacko do is to copy the files to another location. So all changes made in your project files, file names, etc are copied over. So yes, if you change names in your original project folder those changes are carried over.
Thumb of rule imho is to at any cost avoid working with files with duplicate file names. Or, if using let´s say AVCHD footage keep each copied memory card in each dedicated folder such as Card_01, Card_02, etc to avoid issues with duplicate file names.
So if you use SyncToy and sync D:\Project to G:\OneDrive the files in both folders are identical, also when/if you add files, remove files or rename files. Download it and try on a test project.

The best way to move files around is with a File Manager. Use Windows Explorer or Finder.

I disagree. For a one-time copy a file manager is best. But right now i am working on a large project with lots of assets and new assets are being made while i working every day. I have all media, assets, project files, etc in one (1) folder and it´s subfolders.
If i were to copy the root folder and then paste it to the other drive several times a day i would get a ton of error messages such as "...do you really want to...". Setting up SyncToy or any other sync app to sync everything from folder X to folder Y saves much time since SyncToy only copies new files and changed files. No questions asked. There is a way to preview what files are being copied and/or removed before one copy, so it is possible to spot issues. SyncToy can also be set up so it copies/syncs in realtime, basically a RAID1.
Sitting with a large project and pick files out of different subfolders and copy manually several times a day would be a nightmare. I think the free Microsoft SyncToy that has been around for years is very underrated.
