Editing option isn't there

I'm new to this and I'm getting really frustrated because things keep going wrong. So I'm trying to just crop part of my video and zoom in on my face. So I dragged the crop effect onto my video, but it doesn't come up with the editing option on the preview screen? I don't know what I'm doing wrong and I can't figure this out so I'd appreciate any help. Heres a picture of what I'm talking about. In the circled area shouldn't there be an editing option? I'm so confused

Drag the Crop effect onto the clip on the timeline that you want to crop then use the Effect Controls window to edit the effect. You'll see the crop effect in the Program window not the Source window.

You may have closed the Effect Controls panel.

Go to the menu Window > Workspaces > Reset to Saved Layout.

If the Effect Control’s panel does not appear, go to the menu Window and select Effect Controls to toggle it on.
