Hello,
Now I find how buggy is Premiere!
1st thing is that most times, it's pretty hard to show Export window, not just using CTRL+M, which not all the windows respond to it
But I just select it from menu: File > Export > Media!
Again and again, and finally somehow once opens!
Forget about it, that's not fixed by us!
Main problem: in Export Window: Video Tab: Bitrate Settings:
I always choose CBR, if I set target bitrate around 8, it's OK, but setting to more than 10~12 up to 20 will fail the export with error "Out of memory"!
How's that? Which memory it means?
Disk? I have a fast SSD with aroun 500 GB space, export is just around 200MB.
Ram? I've got 4x16GB 3000MHz CL15.
How to increase that for it?

OS: Windows 10 Enterprise x64 1903

* Note that on PC, even if your CPU has graphics it's permanently disabled if you have a dedicated graphics card installed, my case, so my only GPU is nVidia GTX 1080.

Have you tried the obvious:
trash pref and media cache?
