I was having the same problem for almost a year, but just now found a solution! I couldn't understand while my Samsung Galaxy A12 can play exports from older version of Premiere Pro, it can't play exports from the newest version. I've been exporting the same way, still, "video codec not supported". But! Amongst the export settings I found a difference: in the older version of Premiere in the export settings / Video / the encoding is set to level 4.1 (whatever it means). But in the newest version it is set to level 5. So I switched it to 4.1, and now my phone can again play videos exported from Premiere!

Hope this helps if you are still having this issue.
