Exported Video Not Playing

I've created my video and the playback works smoothly in Adobe. However, after I've exported my video, the video playback doesn't work. It'll go for like a second and then completely just freeze. I'm so confused why the playback is so bad after export. I checked my settings and nothing is out of place to me. 

I've attached the video below as well for you guys to see the issue.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:
