File Location Issue and Crashing While Importing

So I updated Premiere last Thursday and since then the program has crashed twice. Both times when it crashed I was trying to import some footage. After I restart Premiere, the program has to relocate all my files. This has happen 4 or 5 times now while I'm just opening Premiere. There's almost 600 files in the project and for some reason it can't relocate roughly 100 files each time. It also gives me an slew of the same error. I tried taking a screenshot of the error message but it causes Premiere to crash. I've also noticed that the program is locating footage as the wrong clips. For instance the clip would be the correct title but the footage would be of something else in the project. It's incredibly annoying and has been delaying my progress quite a bit. Also, Premiere, while its locating the files my PC goes insane and it kill 100% of my CPU and memory and I have never seen that and my system has been through some hell.

Has anybody else came across this issue? Is there a fix out there for it?

Any help would be greatly appreciated.

After upgrading Premiere, update the Intel graphics drivers ?.

Probo start the program as administrator?

right click on "Run as administrator" to see if the problem persists.
