File won't play or export smoothly

I've been using the program for a few years and I'm having an issue I've never encountered before. I have a .mov file that I'm working with. The unedited clip will play just fine in the edit tab in the left hand side of the editing workspace. Once the clip is added to the timeline, it no longer plays smoothly or really at all. I have tried rendering the sequence but nothing happens. It is only a 14 second clip I'm working with. I thought that maybe it was just in Premiere but after exporting it is the same way. The details of the clip, sequence settings and export settings are shown below. I'm making this to be posted as a reel on instagram so that is why the ratio is 9:16.

I would try a smaller sequence  try 1080x1920, then scale you clip to fit.
