Suppose that there is an .mp4, that was encoded by a 3rd party application, and its quality and file size are in great shape! How can i find the specs with which that .mp4 was encoded with, so in return i can make an Encoding Preset for Premiere?

I don't know that program but does it allow you to customize the export process? should help figure out the settings...

so explore the program. see if you can customize the preset and hopefully see what the preset you like has as it's specs...
that said, the vimeo and youtube presets available within premiere and adobe media encoder do a pretty good job of balancing file size and quality..
Also, if you're delivering to a website, see if they have recommended specifications.

Will not be delivering to the web, its just footage recorded from a mini dv camcorder that i wish to store with optimum quality and smallest file size.
