Flickering lines on video

Lines coming up at the same spot whenever I playback video I exported to Davinci resolve and lines are not present so it has to be something inside Adobe. Also the playback of video on the camera itself has no lines either just In Adobe 

 

I have the timeline settings matched to the clip frame rate and it's still showing up in Adobe .

what playback resolution is the program and source monitor set to and what zoom level are they set to?  You might try 100% even if the entire image doesn't fit to see if that's the source of the problem. And also make sure High Quality Playback is enabled.  

Please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card

 could be an issue with your graphics card driver.   This board is littered with problems that are caused by this issue.

And does this happen with all kinds of video?  Tell us pixeldimensions, frame rate and codec....
