Footage imported via dragging to Source Monitor does not appear in project until closed/reopened

Is this the expected behaviour? If I find footage in Bridge or Finder and drag it to the Source Monitor I can scrub and set IN/OUT range before dropping it to the timeline (if at all – this saves me importing clips I don't end up using). I can't find that clip in the Project bin until the next time I open the project. The missing clips appear in a Recovered Clips bin.

I've seen something similar when copying/pasting between open projects. Not sure if this is a bug, or maybe a setting I've turned on regarding media importing.
