Frame Hold glitch

Hey guys, editing some video that require some frame hold and masks to highlight some areas of the frame.

This is what happens on my timeline: Screen Shot 2018-09-05 at 3.55.46 pm.png

It's not only a render problem of the timeline but it also doesn't apply the key framing of the opacity (opacity stays at 100% even if I keyframe it down to 40%).

Anyone had the same issue?

Is the top layer supposed to be at 40% opacity? It looks like the top layer is at 100% and the bottom layer (which is covered by the top layer) has the opacity key-framing. Yes?

What does the key-framing of the opacity look like from the clip's effect controls panel? Could you provide a screenshot of that?
