Frame substitution recursion attempt aborting after multiple attempts on file

Hello, I have been editing a video for about 2 weeks now, and up until this point everything has been fine. When I tried to export the video I got the message: Frame substitution recursion attempt aborting after multiple attempts on file. This is really frustrating as I can't figure out how to fix this. I have tried several "fixes" but none have worked for me and thus I am reaching out to see if anyone can help me with this issue. If you need me to be more specific or would like some screenshots please ask. Also, I have tried exporting within Adobe Premiere and the audio will export but with no video, and when I try exporting through Media Encoder I just get a failed message within 30 seconds of starting the encoding. 

- Preset Used: Match Source - High bitrate
- Video: 1920x1080 (1.0), 29.97 fps, Progressive, 203 (75% HLG, 58% PQ), Hardware Encoding, Nvidia Codec, 00:02:10:16
- Audio: AAC, 320 kbps, 48 kHz, Stereo
- Bitrate: VBR, 1 pass, Target 10.00 Mbps

Is your footage variable framerate (usually footage shot on phones or recorded with screen capture software)? In that case convert it to constant framerate with Handbrake or something.

Some more info would be nice. Your PC specs, footage specs, what have you tried to fix it (and what was the result).

How can I check if my footage is variable framerate? Also the specs on my pc are a 4070ti a ryzen 7 5700x and 32gb of ram. I have looked through some of the other forums on the topic and have tried almost everything to fix it however none of the fixes worked for me.
