I'm not exactly sure what to call this effect, but it's when the brighter parts of an image sort of blur, or bleed. I was wondering how to create it. I was thinking of just overlaying a copy of the footage with a gaussian blur, but that would also blur the dark parts of the footage. I'm only looking to blur the brightest parts of the image. You're half way there. Once you have the image duplicated so that it is directly above the original image (in sync), apply Gaussian Blur and roughly set the amount of blur you want. Depending on the contrast of the source footage, you may be happy with just this.
If you want to get more isolation so the blur appears only to occur around very bright parts of the scene, select the clip you have applied the Gaussian Blur to and go to the Effect Controls Panel. Under the Opacity twirl down, set the Blend Mode to Linear Dodge (Add):
then adjust the Opacity and Blurriness to taste.
