Green Lines in Preview and Shifting Video

I am having a problem where I import a video that I recorded using the Windows 10 built in game capture feature and then the preview shifts the video up and to the left and adds green lines on the shifted portion. I thought that the video may be the problem, but I edited it in Blender just to be sure. I didn't experience any green lines and the video worked perfectly. This leads me to believe that it is an issue with premiere pro. I am going to put some screenshots in of what I see. The video previews show the green lines and shifting but when they are actually in the project there is no sign of them. When I save the video they reappear though. Thank you for any help!

Green usually means a gpu issue. But turning on MPE software is not really a solution, but rather a workaround.

 

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.
