H.264 Maximum Bitrate gone with cc 2018

Hello,

I am facing a big problem:

Up until Premiere CC2017 I was able to set a Maximum Bitrate and have hardware accelerated rendering. The setting was reliable and there was a real cap, that prevented a filesize to go over a certain point.

CC2017:

I was able to have a main profile with a of level 4.1 and there was an actual slider for max bitrate

This changed for the worse with CC2018, where I can only set a max bitrate when I set the profile to High01 which forces me to choose "Software only" rendering:

As you can see - no slider with the same settings as before. Why is this happening? The filesize estimation is really bad, as I have videos 4x the estimated filesize. This makes rendering for services, that have a filesize cap completely unusable.

Who would actually make such a change and why? This is very counterproductive and I would just want the old settings back, rather than having no idea of what the actual filesize will and being forced to render in "software only" mode.

Can someone elaborate?
