hardware accelerator for transcoding - what plugin should be used? Importer and Exporter?

Let's imagine a hardware encoder that takes v210 files and outputs H.265 files.

Given the many Premiere Pro C++ plugin types, Importer, Recoder, Exporter, etc the one that is seemingly missing is a transcoder plugin that would read from an input file and write to an output file.

Is this because Premiere is a 'non-linear editor' with an interactive GUI and doesn't support the notion of transcoding file to file?

However, Adobe Media Encoder does support transcoding, but it uses Premiere's plugin SDK.

What would be the recommended plugin types to use to create a transcoder for either Premiere Pro or Media Encoder?
