I have searched and have not found a way to do that.
Placing a video inside of text is easy, but it only seems to work with a "shape" background.
I really really need to have video inside of text with another video playing behind the entire thing.
Has anyone found a way to do that? I Googled, I YouTube'd, all to no avail.
I am hoping I just didn't look hard enough. but I tried.

Put the "background" video on V1. Put your video within the text box on V2.
Done.

If you mean you want the video to play inside editable text instead of a vector shape, then the traditional video term you might look up on the web is “track matte.”
In the picture below you see:
1. Text on V3.
2. Bird clip on V2.
3. Water background on V1.
4. In the Effects panel, the Track Matte effect was found with a quick search, and dropped on the Bird clip on V2.
5. In the Effect Controls panel, Track Matte Key / Matte was set to Video 3, meaning the Bird clip is matted within the clip at the current time on V3, which is the text.
