How can I save sequence settings as a preset?
You can request a new feature here:
Premiere Pro: Hot (1227 ideas) – Adobe video & audio apps
While this new functionality might not hurt anything, it takes Adobe resources to add it. Many users would find the workaround acceptable: create new sequence from preset, and copy paste old sequence. Users can vote on the feature request.

It's not working. I can't apply presets from there to existing sequences.

That is correct.
Make new one and copy content over or change settings in the Sequence Settings from the Project Panel.

"change settings in the Sequence Settings from the Project Panel"
That is what I want to do with the preset. Select all sequences and use it. I don't need a preset which I can't use. Adobe make the best what they can to make editing painful with a bunch of stupid limits.

It is not a limitation.
You are not using it correct.
The preset is to set up a new sequence (it says so at the top of the window).
For an existing sequence one changes the settings in the sequence settings.
One by one.
Not long ago one was not able to change settings at all but had to make a new one and copy everything over.

Using PP you have to do every simple thing one by one all night long... Final Cut offers more intuitive workflow which leads to faster editing.
If you can't do what you want it is a limitation.

If you initial setup is all wrong dont blame the software...

If I give you a project with numbers of sequences which need to be adapted to the certain resolution you won't find better solution. You will spend a day manually clicking at the same window.

The question is why someone is setting up wrong sequences ... by the boatload, apparently. Fix that.

It happens because my old projects were made for other intentions and with different resolution. I think it's a common thing.
I don't understand Adobe: you can save the preset, but you can't use it. What is the point of this limitation?

You can use it...for new sequences. That's what sequence presets are for.

Adobe don't hurt anybody if they make possible to use sequence presets in the sequence settings. This is quite logical for me.

It's worthless. I can't remember that they did anything from that list.

I've known several things that got pushed into being via request process. And the new system allows searching of both filed requests and bugs, including comments the engineers may post.

FUNNY!! "You are not using it correct."
See I think you being obstinent. I should be able to save a sequence i want to use repeadtely in my multi-cam sequence drop down. but NO!
These days of the age where everyone records in 4k-8k and our projects/deliverables are in 1080p with 720p quicktime proxies. (fyi.. thats the best settings for Premiere not to crash.) but alas, I have do it manually for every freaking multi-cam take.
