How do I blur moving objects from time to time it appears

There is a moving object that appears from time to time and disappears from time to time. And I would like to blur that object. May I know an efficient way to do that?

So I have to manually cut the clip first? Is there an automatic way that I can particularly do that? Because the moving object only appears for 2-3 seconds. Thanks for the help.

There is nothing within Premiere Pro that can automatically detect when a specific image appears.

I've found that the best way to add motion blur is by going into Effects>Video Effects>Distort>Transform. Add the motion keyframes in that transform effect and it gives you a shutter angle option. Change that to something like 90 and it should give you motion blur!
