As you can see in the above video, the doctor talks in the background and highlights the important points in various research papers that are pdf files.
I am interested in creating a video in this format myself. Can you tell me how I can do this? What softwares do I need? And what would be required?

Just like what Kevin said--After Effects and Photoshop and/or Illustrator would be the killer combo to get what you want done. While there are a few of those things that you can "cheat" in Premiere--it could be painful and tedious at best. Overall you are looking at learning Motion Gaphics and Kinetic Type according to the video you listed. Depending on the time you wish to invest in getting those types of effects would determine methods you would use within each of those programs. Learning ever

Not precisely, but generally, you should learn the basics of video editing of Premiere Pro, animation in After Effects, and image preparation in Photoshop. What is shown is not terribly difficult for someone with some experience. Do you have any such experience?
What softwares do I need?
If pressed, I could do it all in Premiere Pro, however, I would also like to have After Effects and Photoshop at a minimum, as well.
and what would be required?
A subscription to the software and some basic knowledge about the things I mentioned earlier. If you have specific questions, please let us know.

Learning everything from scratch is fantastic--however, if you don't really have the time--with a basic understanding of After Effects and Premiere--you can also invest in 3rd Party plugins and templates that can dramatically speed up. Once again, something like your highlighter effects could be done in Premiere animating basic shapes and text simply by:
Once again, this is messy and it is not without its issues. After Effects would be the perfect tool to do this type of animated.Good luck
