When I r-click on a video and choose New Sequence From Clip the audio channels are always reset to stereo.
How do I make a new sequence from a clip with the same audio channel setup as the clip?

This works for any sequence, not just mulitcam sequences.

You may need to create a new Sequence from scratch (File > New > Sequence...) and then set the Track settings manually.

The audio tracks inside the squence are correct (when I step into the sequence everything looks correct), the problem is with how the Audio Channels appear when imported into other sequences. If I drag and drop the clip onto a timeline I get 8 tracks of audio and if I drag and drop the sequence made from the clip I get 2 tracks of audio.
 
And when I r-click the clips and choose Modify > Audio Channels... I can change channels but I can't get the settings to match.

I want to set the sequence audio channels to be exactly like the clips becuase when I drag the clip to a timeline it puts down 8 differnt tracks of mono audio (dialogue, sfx, music, etc...) and when I drag the sequence to a timeline it puts down 8 identical track of mono audio (combined from all tracks in the sequence). 
What am I doing wrong?

I believe Nested sequences can't function in that way. I'm not sure your reasoning for the workflow you are using and the why behind you wanting individual audio channels from your nested sequence. But there's some options depending on what outcome you want. One thing you could do is turn off the insert or overwrite sequences as nests by clicking the button shown in the screen capture below.

So you're saying that Premiere Pro is incapable of creating Nests, Sequences, or Multicam Sequences with 12 tracks of mono audio? It's just impossible? I think Premiere can do that, I just don't know how.
Turning off the Insert or Overwrite Sequences as Nests does not help, I want to insert them as Nests.
The reason I want to figure this out is because when I'm working with a multicam clip I wan't to be able to match frame, pull that multicam sequence up in the Source monitor, go to another part of the multicam sequence and insert that into my timeline with all the audio coming in correctly. I also want to be able to do that with any Nests I'm working with.

As expert Jarle Leirpoll suggests, make a custom set of sequence settings for your multicams. Then put the "essentially" multicam clip on your custom sequence.
Read through the multicam both in the "long form' document, and Jarle's expanded information from his website ...

The first thing before importing the media is to go to the Preferences/Timeline tab (!) and set the default import behavior for audio tracks ... whether to default to mono, stereo, or "from file".
Now reimport the clips, you might get the behavior you need. If you still don't then create a Custom sequence with correct audio manually as noted above, then plop the media onto that sequence.

Well, I always want to import the audio tracks "from file" so that appears to be working correctly.
I tried making a new sequence, setting its audio channels, and then bringing my 12 channel video into that sequence but that still didn't work - when I drag the sequence into a timeline it comes in with tracks combined into one stereo track. Here are the settings I used to make the new sequence - I think the problem is I can't make 12 output assignments, they all default to channel 1-2:
I honestly can't believe how difficult this is. All I want is to make a sequence from a clip and have their audio settings match. I want to r-click on a clip with 12 mono channels, choose Make Sequence from Clip, then drag and drop that sequence into a timeline and have those 12 channels come in just like they do when I drag and drop the clip into the timeline.
