How do I make a precise rectangles in Premiere Pro?

I would like to make a rectangle with a specific width and length in Premiere Pro but I can't find any tools in Premiere Pro or videos & sites for that. Thank you for your answers!

Set up guides and and use those as a reference.

And turn on Snap in Program Monitor.
