Is the only way to install the premiere pro cc 2019 13.0 is to upgrade Windows 10 to version 1703 or the latest? or is there another way to bypass this?

The message is very clear... you need to update your Windows to install the newest program

That was the case in October. But yesterday i was able to install 13.0.2 / CC2019 in my same version of windows 10 (1607) that I couldn't install 2 months ago.

Did Adobe roll back that requirement and compile against a more broadly-installed base of Windows 10? Was it just a QA glitch?

I'm still getting this when trying to install Adobe Premiere Pro CC 2019 v13.0.2.38.

It's 2021.

I have Windows MANY versons beyond 1703.

And I'm still getting this error.
