To the best of my knowledge, the software's language is chosen upon installation, and can't thereafter be changed.  You'd have to uninstall the version you don't want and install the one you do.

Follow the steps in this 50 sec tutorial to change the language in Adobe Premiere Pro.

Sorry I'm very late, but some people here got the "legend" title and say stuff that are totally false. And yes, I did my research, this following method existed in 2016.


Mod note: I had to remove your solution because it involves the use of internal debug tools which can seriously damage the application in the wrong hands. Nice method, but it can't be publicized on these forums. Hope you understand.

Soory it doesn't work with my Mac, xxx (it increases the soud level),

I use Premier pro 15.4.1

(and on the notebook I don't have any F ..)

 

If someone has another solution, thanks a lot !
