How to make a selected video frame as a thumbnail picture of video clip

Above is a screenshot of a imported video clip which is saved in Window explorer. This video clip is imported from YouTube. I do not like thumbnail picture of this video clip because it does not give any clue of what is in the video. Following is a frame picture of this video clip which comes after 0.06 sec. I wish to know whether this frame can be made as a thumnail picture of this video clip.

You cannot make thumbnails in Premiere.

VLC seems to be able to do that.

I found a method. Screen recording the thumbnail image you like in the imported video for minimum 10 Sec. And merge the two videos (imported video and thumbnail image video you made) using Pr. And export the combined video then you will get what you want. It does not come if recording is less than 10 Sec I do not know why.
