How to upscale an old video

I faced some program such https://topazlabs.com/video-enhance-ai/ that clime that can upscale a video, and as you see on its first page this algorithm or program improve the quality of the video.

Does premiere have a way to get that result?

Does adobe have such a program?

I watch some old movies that have been improved and even colorized, isn't there any trick to upscale and improve it? I use some effects, but they use a different algorithm and it's very important that Adobe has an effect or program to revive the memorable videos.
Adobe has to be the best. 🙂

A lot of times they show you still images and not the video. I have seen the video playback jerky after using 3rd party hardware. Premiere Pro can upscale video decent. The video below might be helpful. Towards then end I have sample of VHS that are upscaled using only Premiere Pro. The result look as good as anything I have seen thus far. As Ann said a lot depends on the quality of the original video. Firewire DV converters work great for VHS capture.
