How to zoom in on a clip that is playing in my video?

Hello, I am taking on a Premiere project and am completely new to the program, have previous work experience in PS/IL/IN.

I am trying to make a video where I have a cicle in my logo, and that circle is broken up into 4 quadrants. In each quadrant, a different video is playing. I've figured out how to scale and position those 4 videos, and use the pen tool to create the mask that keep them in the shape I need them in. What I want to know next, is how do I make an effect where it zooms into one specific quadrant/video, so that it can play in full screen? I've attached a quick storyboard to show what I mean.
