I can't import XML document in premier pro

This XML document is creat from Panasonic VCR, it's like a link for all content in a small clip, It can be use in Edius editor,  But Premiere Pro... 
I have followed the instraction of the post about similur situation in 2018, still can't work...

These are auxiliary files Premiere does not import but does use in the background.
