It´s not that the buttons don´t work, the buttons arent even there. What do I do?

I've had buttons in the Effect Panel disappear sometimes. Try resizing, or closing and reopening the panel, also try toggling the expand arrow.

What version of Premiere are you using.
Post screenshot of the issue.
Might want to trash preferences.
