I can't seem to copy an effect

I've been following an in depth tutorial on Premiere Pro, in which it is shown how to copy effects from one clip to another (https://youtu.be/1-sNJs-MFYo?t=5370).

 

However, when I try to do it, the Copy options is greyed out and Ctrl+C does nothing.

Does anyone know why this might be?

I have just had a look, you are right, copy of the convolution kernel effect is not available on PP2021 or Beta versions but is available on PP2020 and CS6. Other effects seem to copy ok. The Convolution Kernel effect is now obsolete and it's unlikely it will be fixed.
