I have two video tracks. Track 1 is a video of a scenic background. Track 2 (placed in front of track 1) is a talking head shot on a green screen. When I import it, its physical size is roughly half of the background track. How can I resize the green screen track to match, or cover, the size of the background video track?

Create a new, empty sequence (File > New > Sequence and click OK to whatever sequence settings are offered).
Drag the greenscreen clip of the talking head into the empty sequence and place it on Video Track 2. If Premiere gives you a Clip Mismatch Warning then click on the Change Sequence Settings in the dialog box.
Go to Preferences > Media and set Default Media Scaling to Set to Frame Size and then click OK.
Now drag the background clip to Video Track 1, it should be correctly sized for the ta
