Sorry for the sync issue. Is there an anti-virus or firewall enabled in the machine? If yes, disable and see if it fixes the issue.
Also, try deactivation and activation of Creative Cloud and check the issue: Learn how to activate and deactivate Creative Cloud apps
Let us know the status.

Are you trying to sync between multiple machines? Did you set up what gets synced?
I've never used it. Curious myself.
