Image Scale Problems After Re-Install

I'm still a beginner with Premiere Pro, so this is no doubt a simple fix.  I kept getting an occasional odd error message when opening Premiere Pro, so I had a chat with Adobe support, had them do a screen share, and then did a re-install of the application (I use a Macbook Pro).  I had to work on the settings to get things as they were, but one problem remains.  An image that previous would more or less fit in the Program monitor window at 100% scale, now appears much bigger, and I have to reduce it to 27% scale using the Effects menu to get it to be the correct size.

I make videos with these settings:

Sequence settings:

Editing Mode: Custom

Timebase: 29.97 frames/second

Frame Size: 640/360/16:9  

Pixel Aspect Ratio: Square Pixels (1.0)

Fields: No Fields (Progressive Scan

Display Format: 29.97 fps Drop-Frame Time Code

The sub menus immediately below the Program Monitor are set to Fit/Full.

These are the settings I've used successfully in the past, and I've made sure it's what I have now (after the re-install).  But I have this Image Scale Problem.Image Before Re-Install at 100% scale.pngImage AFTER Re-Install (Still at 100% scale).png

Go to Edit Preferences.  In the General section, there is a box marked "Default scale to frame size".  Make sure the box is checked, and then quit out of Premiere and open it back up.  Should be good to go from there!

There's also a way to do it clip by clip.  On your timeline, you can right-click on a clip and close to the bottom, you can select "Scale to Frame Size" or "Set to Frame Size".  Not really sure what the difference is there, but it's a nice trick if you've been playing with zooming a

dont set Default scale to frame size (it wont even work on stills that are allready in the project) in the Preferences

Difference is Scale will set still to 100% as Set will fit the frame at its original resolution.

Use Set to Framesize (right click on still in timeline).

Why are you making a video with 640x360 settings? That is the size of a stamp.

Post screenshot of use videoclip in MediaInfo in treeview here on the forum.
