I am attempting to import a video file i recorded from Elgato HD60. I've done this with 5 other files and had minimal issue. I ran the diskcheck for the external drive i record to. Swapped out RAM sticks and still i receive this error log

Try disabling Quick Access: https://blog.techinline.com/2018/11/30/how-to-disable-quick-access-in-windows-10-file-explorer/
Also try copying the file to another drive just to confirm that Explorer works at a base level on that drive.
Is it ExFAT?

I've reloacted the file to my main SSD and had no change in the program. It was actually an initial fix i tried when i saw the error message included an I/O error.
I've also always went directly to the file source, not utilizing the Quick Access ability.

Disable Quick Access anyway. It's super buggy and causes us all sorts of issues.

Use https://handbrake.fr/ open source transcoder/converter to convert to Constant Frame Rate

Premire Pro has problems with variable frame rate, not variable bit rate. So the bit rate mode is not the problem here. 🙂

Unfortunately Handbrake has yielded no better results. I set the episode to a constant frame rate of 30fps and it is still crashing on import.

Since it chrashes even when the footage is transcoded leads me to believe that this is a hardware related issue.
Can you import the file in After Effects?

I know the program you are talking about but i dont see a way to jump to it from Premiere Pro 2020.

Just open After Effects and go to File > Import > File and see if it works. The point is to not use Premiere Pro at all when testing this.
If you don´t have After Effects installed, install it from the Creative Cloud app.
