is it my hardware? stuttering when previewing

Been trying to sort this issue for awhile and I can't

Gopro footage seems to be perfectly fine in premier pro.

4k footage from rx100 v stutters badly when trying to skip through the footage (drag the video time line)

This causes issues because I can't easily preview footage, I have to sit there and watch it. Even in the small thumbernail I can't move the mouse to preview the footage.

i7 5820k 3.3

32 gb ram

msi x99a

gtx 1060 6gb

tried it on my 850 evo  and also normal disc

Maybe I'm doing something wrong?

I would like to suggest that you add one of the new faster M.2 PCIe x4 SSD's for your project files and media.  You could get by with a standard SATA III SSD it will get you off those lousy hard disk drives with their millisecond access times (SSD's have microsecond access times) and the hard disk drives lousy slow down as the drives fill up.  Also is anything stopping you from reinstalling that GTX 1060?

Your new scores are good but since I have no problem on my laptop editing XAVC-S 100 Mbit/se

  1. Crossfire isthe AMD/ATI dual link but the nVidia dual link is SLI, but Adobe with CUDA and OpenCL does not use that gaming feature.  If you put in two or more boards the each are run individually and in a few cases we have seen sotftware probelms in Premiere Pro if you use SLI
  2. Yes two GTX 1060 6GB cards run perfectly, as a matter of fact I have even put in a third CUDA GPU once and it also helped.
  3. Never seen any problems with multiple CUDA GPU's
