I'm running an M1 MacBook Pro Max. I've never had (serious) issues until discovering Premiere Pro 24 had auto-updated and it's the most unusable piece of garbage I've ever encountered. I haven't seen a program run this slow in over 20 years. And I'm talking about just the software. Trying to navigate the footage import page is an infuriating nightmare. Clicking on a location takes 5 to 20 seconds to open. Same for navigating folders.
Clicking on a piece of footage or anything for that matter takes so long that I assume I haven't clicked it try clicking it again and then some odd seconds later it gets selected and deselected.
I can't even create the project for some incomprehensible reason. What in the actual hell is going on?

I only update when I have finished a project.

I appreciate the comment for those who might not have known this ideology before. It's something I also stick with, but I also have a "forever" project so not updating isn't really an option. I just never thought it would update me into something that is completely non-functional.

First, there are some threads here on things some Mac users need to set in the OS so that Pr 2024 works correctlly. If those are set right, many users are then blasting away. @Kevin-Monahan has some posts about this on this forum.
Next, the import page has been there since the 23.x series ... and for most users, just type a Name, select location, and the first time, make sure nothing in the 'media' middle section has a star filled in, and no option on the right is blue ... then click the Create button.
And a bit of advice ... when starting a new project, just type Name, select Location, click Create. Actually same process as the old dialog box, just a different look, different other options most users never use. I just wish we could tab to the Create button. Ah well.
As to the rest ... best upgrading process is to intall the new major version, making sure the 'remove prior versions' option IS NO CHECKED! This leaves all your previous builds available. I've got back through 2015 available between my main (current) and backup (previous main) systems.
After installing the new version, on launch hold down Shift ... and use the dump cache option to make sure no cache files are brought forward.
Now ... create a new project! In the new project, go to the MediaBrowser panel, navigate to the old project, right-click IMPORT the assets into the new project. This gives a clean project in the new version, and leaves the old version completely as-was and usable!
Test your workflow in the new version.
You don't pull out your hair or miss deadlines this way.
