I have two identical clips. (the camera was stationary for both). 1st clip character walks in front of a window and then bends down. Second clip the character does the same thing but there is person outside the window. is there a way to blend the two clips (overlay) and when the character bends down it'll reveal the person outside the window? Unable to reshoot this scene.

I would look at rotoscoping in After Effects.
There are other way to do this in Premiere using masks, If you could dropbox the two files I could have a look.
