Low bitrate transition effect

Some time ago I saw a music video with strange transitions. It looks like editor changed bitrate from max to literally minimum just for transition time in between two clips so like 1s. The most simmilar transition I found is a morph cut. I would love to know how to do that transition and it doesn't have to be transition preset. LINK: chillwagon - @ - YouTube asded.PNG

Looks like data moshing to me. Probably done in After Effects. Not sure how to accomplish this without a plugin, but here's one if you want to take a look https://aescripts.com/datamosh/

Looks like the type of artifacting you get when using Optical Flow between two disparate frames. Apply Optical Flow to a clip that has a hard cut in it, and you'll get this effect.
