LOWEST EXPORT SETTINGS FOR .mp4 THAT I CAN USE FOR WEB

Hi guys! I need to export 2 sec video for the web (it will be used for a webpage). The size should be no more than 200 KBwidth: 1200px, height: 800px. 
I've tried already to lower the bitrate to 2 Mbps but the quality turns super blury. 
I've also tried to export it as gif but the lowest I can get in the size is 2.6MiB. And that's already using additional online the gif oprimizer.
Can someone recommend a good workflow for exporting videos/gifs for Mobile and Web, please?

LATEST

Adobe build-in encoder is not good at low-ultra-low bitrates. You have to use (x264/x265) and encode in CRF mode (so called "constant quality" mode). Even so, x264 may be not enough, it depends on complexity of the video. Both options are avail in free Voukoder plugin. Or you can export in Prores422 and recompress later via Handbrake/ffmpeg tools
