When color grading with lumetri color in Premiere Pro I'm getting digital artifacts in both rendered timeline and exported renders. Footage is 1920x1080 H.264 60fps

Hey Glenn,
Never seen this kind of artifacts with Lumetri,
But I'd suggest two things:
1.) Switch to 'Software Only' Rendering: File > Project Settings > General > Software Only
2.) Convert your footage into something more useful than .H264, it is a good codec to delivert to the client, but an awful codec for video editing itself.

Thanks Jannick, looks like a different codec fixed it. Althought I tried mpeg and it washed out the color but I'll play around with some alternatives.

For an editing "digital intermediate" codec Cineform is great both as it's easy on the CPU when playing back and visually lossless. Also of use DNxHD/R in higher qualities and ProRes (Mac only) in higher qualities.
All of those are larger on disc than the H.264 originals, but as you can re-create them at need, transcoding for editing then dumping them after the project is finished is fine. If you need to revisit the project, just have MediaEncoder make another set, maybe overnight while you're sleeping.

He said using a different codec fixed it.
What is your gear, especially your GPU? Have you manually checked to make sure you're on the latest driver for the GPU from the manufacturer's website?
What is the media you're working with, and exported with what settings? Screen-grabs of the Export dialog box are great of course.
