I am trying to add a lut to a video clip but its not doing what I expect(I am still learning).
What I do is:
But when I do that the video on the timeline is not affected. IF however I go back to the original video and apply a LUT, it will show in that section ONLY and not on the timeline.
What am I missing?

Perhaps the Program monitor option to bypass all effects is toggled "on"?
A screen grab of your program monitor, drag/dropped onto the text reply area, would help us see this.

If that's a log clip to begin with, the Program monitor looks as I would expect it to appear after a basic "normalization" to Rec.709/linear space.
What are you expecting different?

The screen on the right side that plays when you start the timeline doesnt show the applied LUT. How do I get it to show the LUT that is applied?

The LUT listed isn't the "correct" one?
Have you added LUTs into the Premiere program/package file folders?
As that is always WRONG, and screws things up big-time.
