media unlinked generic error when trying to re-link

I had an issue with exporting at first, it would sit on 100% for hours and do nothing..... so I uninstalled and reinstalled premiere pro... now my other projects all have issues with files saying they are missing, but haven't moved folders, and when I try and re-link them it says "generic error" what is happening?

Until you post the info that Ann linked to, you should check that all your folder permissions are set correctly.

The folder permissions couldn't be the problem because footage from the same folder is still linked while some from that folder are red...
