I'm using the replicate and mirror effects on the adjustment layers. Replicate is on the layer above. I've done this effect before, so I know it works. I should be able to remove the harsh lines by moving only the bottom part of the screen, however, it applies the effect to each square instead.
I've tried doing the effect on a different computer as well; a friend of mine could do the effect on his computer, although I'm not sure what version he used. attached is a video off what should be happening.
Advice would be much appreciated.

'Replicate' should also be on the bottom adjustment layer. The top adjustment layer should only be for the Transform.

Do you have it as the first effect (at the top) in the stack of effects?

 Adding Replicate on the bottom layer makes things worse

You haven't changed all the settings of the mirror effects to match the ones in the tutorial.
First, make sure your sequence it 1920x1080...then go through the video slowly and make sure you're following exactly. I think you're getting ahead of yourself; the details are what make the effect work.

i didn't change the effects because I knew it still wouldn't work even if I changed them. The effect shouldn't have done this at all. I've done this before and I know that it works. Reaching out to adobe is my last resort. I managed to do the effect in AE, but still no one has contacted me to fix the problem.

Thanks for the reply. You say that Adobe has not contacted you yet about the issue. Adobe does not contact you based on a forum post unless it is a bug report. "Discussions" is a user-to-user forum. Sorry for the confusion.
