Mismatched frame rate clips

I'm working with a sequence set to 4K at 24 fps. I was given one clip that is at 29.96 fps and another at 29.94 fps.  I added them to the timeline and they play fine in the Program window.  However, when I use Media Encoder to output them, H.264 and High Quality HD, the output is a problem.  The mouths of the people are moving way faster than normal, but the audio is fine.  How do I solve this?

This almost looks like a frame order issue.

Check your sequence settings and export settings. For example: Is your source footage upper field first and you are exporting lower field first?

Thanks for the suggestion, but I'm not clear about how to check "Is your source footage upper field first and you are exporting lower field first?"  I've attached screen shots of the Media Encoder and the properties of the three problem clips.  Hopefully this will help.

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.
