Missing HVEC (H.265) Export Option in 2021 Version

I have just moved to Davinci Resolve because Premiere Pro Does not have HVEC (H.264) in the 2021 version. I have reached out and asked how to fix this and no one will answer me all they do is ask questions instead of giving me a solution. HVEC is the last thing that should be missing as an export option as it is finally growing in popularity. Or someone could just give me a solution to ADD HVEC TO MY PREMIERE PRO 2021.

I have the Full Version of Premiere Pro 2021.

Computer specs: i7-6700, 48GB RAM, GTX 1060

I have this same problem. Half of my export presets are missing and I am so frustrated. I don't know how to fix it either.
