Moving Video by less than a Frame

I had created a project in Premiere pro a few years ago and realised I had lost or deleted the Project file. I now want to recreate the Project using the original source files. These original files were from different GoPros (from different people) and were shot using different frame rates. Some were 30fps, some 50fps and some 60fps. The file I want to recreate was rendered and exported out in 30fps.

In trying to match up the video from the original files to the Exported finished file in the sequence timeline, I note that some of the clips seem to be about a half frame out and do not align perfectly. My understanding is that you cannot edit half a frame but is there a way you can slip a clip (not audio) by less than a full frame to align perfectly with the original file?

Unfortunately, the "size" of a frame is going to be determined by your sequence settings and that will be the minimum unit of measurement for your video layers.
