Hello,
I exported a mpeg 2 file for DVD from adobe premire pro cc. It fills the screen in the export preview window. Burned a DVD and the video is a tiny thing inside of a large black box. What's odd is the mpeg 2 file doesn't even fit the screen in vlc player either. But my export settings are set for widescreen and the preview window looks fine.
Here is a screen shot of the export settings and the mpeg 2 file in vlc player. On DVD it's even worse.

What authoring app did you use to burn the DVD?

Your vlc screenshot looks extra wide. Set it to respect the file aspect, not full window.

As long as there a controls visible it will never fill the entire screen.
Double click on the image to make it full screen.

MPEG2 DVD is an SD video your pixel aspect Ratio is 0,9 or 1,2
and actually all monitor are 1920 x 1080 (Square pixel) and the image not fit with this Aspext Ratio.
