MTS Video File does not make proxys

When trying to proxy a AVCHD video (MTS Video File), Media Encoder opens but does absolutely nothing. Other files files, like an MP4, it does create them. Any ideas on what may be going on? Thanks!

Thanks Ann! Yo agradecer tú corregir mi forma de preguntar que apesta. It's my first time.

These are the data that I can provide:

- I use Premiere Pro 2020 updated, on Windows 10 Pro.
- I have the problem with MTS files, which I think use H.264, recorded with a Panasonic AG-AC90 camera.
- No error message appears. Media Encoder just opens and does nothing.
- I've never tried make proxys before
- Intel Core i7-9700, NVIDIA GeForce RTX 2080 SUPER, 64 GB RAM
- I use Mercury Playback Engine GPU Acceleration.

In general MTS videos play poorly on my Premiere and are difficult to edit with. So I try to edit using proxys
